The agenda and staff reports will be available for public review at the Civic Center, 9291 Old Redwood Highway, Building 400, at least 24 hours in advance of the meeting.

Providing Public Comment During the Meeting
Members of the public who wish to address the Council, by providing public comment, during the meeting must do so in-person in the Civic Center Council Chambers at 9291 Old Redwood Highway, Building 400 in Windsor, where the meeting is being publicly held. As an alternative, members may also provide written public comment submitted via email to: towncouncil@townofwindsor.ca.gov, please submit them by 12:00 p.m. on the day of the meeting. If a Councilmember is participating remotely under the provisions of Assembly Bill 2449, members of the public will be allowed to provide public comment through Zoom.

6.1 Resolution Declaring the Results of the November 5, 2024, General Municipal Election and Canvass of Ballots for the Town of Windsor
Adopt a resolution reciting the fact of the General Municipal Election held on November 5, 2024, declaring the result and such other matters as provided by law and thereby determining that:
- Rosa Reynoza has been elected to the office of At-Large Mayor of the Town of Windsor for a two-year term expiring December 2026.
- Sam Salmon has been elected to the office of Councilmember District 2 of the Town of Windsor for a four-year term expiring December 2028.
- JB Leep has been elected to the office of Councilmember District 3 of the Town of Windsor for a four-year term expiring December 2028.
- Measure Q, Town of Windsor Solid Waste Management Competitive Bidding (a citizen initiative) failed to pass by simple majority.
6.2 Proclamation Acknowledging Councilmember Debora Fudge for her Valuable Contributions to the Town of Windsor and the Town Council
6.3 Administration of Oath of Office to Elected Councilmembers
Administration of Oaths of Office to Rosa Reynoza who has been elected to At-Large Mayor, Sam Salmon who has been elected to Councilmember District 2 and JB Leep who has been elected to Councilmember District 3 and presentation of Election Certificates.

Members of the public wishing to speak to the Council on any Consent Calendar item or any item not listed on the agenda may do so at this time. Pursuant to the Brown Act, the Council is not allowed to consider issues or take action on any item not listed on the agenda during this period. Each Public Comment is normally restricted to three (3) minutes in length.

13.1 Approval of Minutes
Approval of the Town Council regular meeting minutes of November 20, 2024.
13.2 Acceptance of Work for the 2023-25 Annual Pavement Marking Project
Adopt a resolution accepting the work performed by Chrisp Company for the construction of the 2023-25 Annual Pavement Marking Project and directing the Town Clerk to record a Notice of Completion.
13.3 Microsoft Licensing Renewal
Approve and authorize the Town Manager to execute a purchasing agreement with Softchoice for Microsoft products and services in the amount of $293,313 for a three-year team; and authorize the Town Manager to approve a contingency of up to $20,000 per year.
13.4 Heritage Park Housing Fund Loan and Fee Deferral Loan Agreement
Adopt a resolution authorizing the Town Manager to execute a Five-Year Fee Deferral Loan and minor amendment to previously approved housing fund loans for the Heritage Park Project, a 33-Unit Affordable Housing Project located at 8685 Old Redwood Highway.

15.1 2024 Annual Residential Growth Report
- By motion, receive and accept the 2024 Annual Residential Growth Report.
- Adopt a resolution affirming the five-year annual residential growth control allocation established by Town Council Resolution No. 3721-21, rolling over 29 unused Reserve A allocations and 114 Reserve B allocations from year 2024 to 2025.

The Town Council meetings scheduled for December 18, 2024, and January 1, 2025, are cancelled.
